Ecological Blue Flag
The Ecological Blue Flag Program is managed by a National Commission. It was created in 1996 with the aim of establishing an incentive to promote community organization in order to pursue development of coastal areas, consistent with protecting their beaches (AyA Board, 1996; Executive, 1996 and 1998).
To meet these goals a strategic plan was created, 2001-2006 (National Commission 2001, which analyzed the strengths, weaknesses, opportunities and threats of the program and set new goals, including expanding the PBAE communities within the country.
Then in 2004, the President of the Republic recommended extending the program to schools (pre -primary, primary and secondary schools) from 2007 and extends his philosophy to protected natural areas. Of course, these changes forced to readjust the parameters of evaluation (Executive Branch 2004 Executive, 2007) for the following four categories:
Communal Organization beaches.
Communities.
Schools.
Protected natural areas.
In his four categories, the EBF has promoted community organization with the desire for excellence in health at beaches, communities, schools and nature preserves.
